Description: CCMC is concerned by the Department’s proposal of a rule that would significantly deter New York employers from offering payroll cards to their employees. This proposal will deprive employees of the benefits of the payroll cards they want and thus will cause the result we all seek to avoid: pushing New Yorkers back to expensive check cashing services and thereby depriving them of any means of free and clear access to their wages.
